Navigating Systems of Care for Young Children

In Missouri, there are two publicly funded programs offered under the Individuals with Disabilities Education Act (IDEA) for children with disabilities prior to age six, when most children enter kindergarten. The first is the Missouri First Steps program, which is covered under Part C of the IDEA. This program provides early intervention services for children from birth until the third birthday and their families. The second is the Early Childhood Special Education (ECSE) program, which is covered under Part B of IDEA. This program provides special education services to children ages 3-21 years. Understanding these programs and navigating the transitions between these publicly funded systems of care is a challenge that parents of children with special needs will face. Although these programs are largely recognized by both parents and service providers, differences between the programs such as available services, eligibility criteria, process for transition, and alternative therapy options are less widely understood by parents. This poster session will provide resources to assist parents of young children with special health care needs and interventionists (e.g., speech-language pathologists, occupational therapists, etc.) in order to better understand and navigate services in these systems of care. More in-depth information regarding the supports and services offered in each program, eligibility criteria, and the transitioning process between programs will be provided. In addition, information about other intervention options for young children who do not qualify for MO First Steps or ECSE will be included.
